Over the last 13 years we have accumulated significant experience in fund raising, budgeting, book keeping and acquitting/reporting.
Face to face IPHUs are quite expensive, ranging from $5,000 to $60,000 depending largely on numbers and airfares. Online courses (IPOLs) are much cheaper in cash terms but quite demanding in human resources.  
Sources and availability of funding is quite fluid, ranging from single global donors to very local funding sources and varying in the degree to which courses depend on in-kind support and registration fees. Following the GFC it was very hard to raise funds.
Most of the principles and skills needed to develop funding applications, to budget for courses and to manage funds are quite generic.
